If it’s a plain black 1989 Chevy Caprice, most onlookers would guess it’s a former police car, especially this one with its collection of rear antennae, as well as the poverty hub caps mounted on steel rims with some pretty beefy-looking tires. Closer inspection also shows a left side a-pillar-mounted spotlight — all the better to keep an eye on you as your citation is prepared. Passed by this one early last fall in North Tonawanda.
